    ANC 4A SEPTEMBER 2022 MEETING MINUTES PLEASE NOTE: In compliance with Roberts Rules of Order Newly Revised, 11th Edition, §48, page 468, the minutes of Advisory Neighborhood Commission 4A are a record of the actions taken by the Commission, not a record of what people said during the meeting. Accordingly, comments made by commissioners or members of the public will not be recorded in detail in the minutes. The meeting was held virtually through Zoom. Commissioner Singleton called the meeting to order at 7:03pm. A quorum was present, including the following Commissioners: • Phyllis C. Approval of Administrative Matters (Agenda, Minutes, and Consent Agenda) a. Approval of the agenda as amended was moved by Commissioner Singleton and seconded by Commissioner Whatley. Approved 7 ayes, 0 nays, 0 abstentions. b. Approval of the meeting minutes for June 2022 was moved by Commissioner Khoobchandani and seconded by Commissioner Moss. Approved 7 ayes, 0 nays, 0 abstentions. c. Approval of the Q2 Financial Report was moved by Commissioner Whatley and seconded by Commissioner Nelson. Approved 6 ayes, 0 nays, 1 abstention. 2. Non-Consent Calendar Resolutions and Letters: a. Grants were approved as follows: a. 3,000 for Shepherd Elementary Parent Teacher Organization (establishment of an outdoor learning area) Moved by Commissioner Lincoln, seconded by Commissioner Khoobchandani. Approved 7 ayes, 0 nays, 0 abstentions. b. $1000 for Crestwood Citizens Association (doggie bags) Moved by Commissioner Khoobchandani, seconded by Commissioner Whatley. Approved 7 ayes, 0 nays, 0 abstentions. 3. Presentations and Reports a. Will Perkins gave the report for Councilmember Lewis George’s office. Key points were about DC Council domain change to dc.gov and back to school tours. b. Yamileth Escobar gave the report for Mayor Bowser’s office. Key points were about influenza and COVID vaccines. c. State Board of Education Ward 4 Representative Frazier O’Leary spoke on school/education issues. d. Stacey Lincoln presented a report on behalf of Anita Bonds e. Nicole McEntee presented about the DC Office of the Tenant Advocate and eviction prevention. f. Kimberly Vacca presented about DDOT’s 3rd Annual Georgia Avenue Open Streets. g. Colin Thomas presented about a proposed affordable housing building at 6634-6640 Georgia Avenue.     ANC 4A FEBRUARY 2017 MEETING MINUTES MINUTES of February 5, 2013 ANC 4A MEETING Fort Stevens Recreation Center, Van Buren and 13th Streets, NW, Washington, DC Meeting called to order by Vice-Chair, Commissioner Braxton, at 7:18 PM. Commissioners Black, Bennett, Braxton, Whatley, Wilson, and Anderson were in attendance. Chairperson Toliver was absent. Approximately 25 persons were in attendance from the community. I. ADMINISTRATIVE ACTIONS a. January 2013 minutes. Commissioner Black asked that 2013 meeting calendar be attached to the January minutes. Minutes were accepted as amended to add 2013 meeting calendar. All in favor. Motion carried. b. The Quarterly Report will be presented at the March 2013 meeting. Commissioner Whatley has gained approval from the DC Auditor to submit the report on March 6, 2013. Commissioner Braxton asked for email confirmation for our records. II. PRESENTATIONS a. Norris Dodson of Dodson Realty introduced Mr. Isadora Amaya who is interested is applying for a restaurant and entertainment license for the Silver Sands Restaurant located at 7303 Georgia Avenue in 4B. [Note: ANC 4A does not require a vote. This presentation is purely informational.] i. Mr. Amaya has been in business for the past 22 years and owns establishments (with entertainment licenses) in Capitol Hill and Columbia Heights. ii. The proposed operating hours will be 7 days per week, 11:00 AM – 2:00 AM Sunday through Thursday and Friday and Saturday from 11:00 AM – 3:00 AM. iii. ANC 4B Commissioner Green and Andre Carley, President of Concerned Neighbors, Inc. are both in support of the establishment. iv. Commissioner Anderson requested that security be in place during operating hours. b. Laurence F. Jones, Policy Analyst from Office of the People’s Counsel (OPC) provided updates on the following: i. Pepco Smart Meters. There has been much concern about the safety and security of the meters and whether there is an opt-out option. There are currently two petitions by the OPC and the Public Service Commission will be holding a hearing on opt-out use. ii. Formal Case 1093. The OPC is against the Washington Gas rate increase of 29 million dollars to pay for equipment and infrastructure improvements and will argue that the money should be returned to ratepayers. iii. Formal Case 1090. Evidentiary hearings and subsequent Town Hall Meetings on Verizon’s quality of service and reliability were held in January. Over 80 people attended town halls with at least 56 people providing statements for the record as part of the OPCs brief on the subject matter. iv. Formal Case 1102. PSC is going to open hearings on Verizon’s continued use of the copper infrastructure and plans to change to fiber-optic cable. Over the last 6 months, there has been an uptick in complaints about this proposed transition because with copper (during a power outage) you still have landline service. However, with fiber-optic you will lose service after 8 hours unless you have backup batteries. This case does not have a hearing scheduled yet, but it will investigate this potential transition and whether or not ratepayers will be given an opportunity to opt out. v. Alternative Energy Service Providers. The Public Service Commission certifies them but there have been a number of complaints about their sales practices and the confusion generated by not divulging the whole truth. A Consumer Alert will be placed on OPC website (www.opc-dc.gov ) about these energy service providers. The OPC will ask PSC to take a closer look at their practices. III. COMMISSIONER DISCUSSIONS/PRESENTATIONS a. Commissioner Whatley provided the following updates on Walter Reed: i. January 23, 2013 first meeting of the Community Advisory Group (CAG) was held to establish some of the ground rules. This group will work to ensure the community has an opportunity to participate. However, this newly formed group will not have a vote like the previous LRA body. ii. There will be a meeting in mid-March to discuss the potential interim uses at Walter Reed. iii. The group will be working closely with Councilmember Bowser. iv. The selection of a Master Developer will occur within the next year. v. There will be a developmental meeting with the community in the near future to discuss the State Department portion of property. Commissioner Whatley will make sure the community is properly notified once a date is finalized. vi. Wendy Blake Coleman (Shepherd Park resident) doesn’t feel people understand all the negative ramifications of development (e.g., 16th and Aspen) and encourages the use of listservs as means of notification. Ms. Coleman also suggested the citizens can have meetings and advise the committee. vii. Commissioner Anderson recommended the use of her website (www.anc4a01.org ) to request a one-on-one meeting with her to provide feedback click on proposed development at Walter Reed. viii. Commissioner Whatley posed a question to the commission about a formal name change recommendation for that location. Commissioner Braxton suggested moving this topic to next month’s agenda. b. Latino Outreach. Commissioner Braxton reported that only one volunteer (from ANC 4C) has signed up to assist with this outreach effort. If there is interest, please email the ANC 4A office at 4A@anc.dc.gov . c. Commissioner Anderson moved that ANC 4A support the “Lowell School, Inc. Revenue Bonds Project Approval Resolution of 2013”, PR20-57. The motion did not pass. Commissioner Anderson will appear before the council in support of the resolution on Thursday, February 7th. Commissioner Anderson’s testimony will represent SMD 4A01 and not the commission as a whole. d. Commissioner Anderson moved that ANC 4A support the “Strengthen the 1994 Assault Weapons Resolution Act of 2013.” Commissioner Whatley seconded the motion. Motion passed 5-1, with Commissioner Braxton abstaining. e. Commissioner Black announced that based on the Office of Planning’s Ward 4 meeting last month, there may or may not be another opportunity for the public to weigh in on the zoning regulations. Commissioner Black proposed that ANC 4A draft a letter on this so our concerns are formally recognized. Commissioner Whatley moved the meeting be adjourned. Motion seconded by Commissioner Braxton. Meeting adjourned at 8:31PM.     ANC 4A DECEMBER 2012 MEETING MINUTES MINUTES of December 4, 2012 ANC 4A MEETING Fort Stevens Recreation Center, Van Buren and 13th Streets, NW, Washington, DC Roll Call: Commissioners Bennett, Toliver, Whatley, Wilson, Kennedy, and Black were in attendance. Approximately 20 people were in attendance from the community. Having determined that there was a quorum; Commissioner Toliver called the meeting to order at 7:16 PM. I. ADMINISTRATIVE ACTIONS a. AGENDA. Commissioner Bennett moved to accept the December 4, 2012 agenda. Motion seconded by Commissioner Kennedy. Hearing no objections, the motion was passed unanimously. b. MINUTES. Commissioner Whatley moved the November 2012 minutes be accepted as amended and leaving section III.a.i., concerning “The Little Green Nest” to be covered at a later date. Motion seconded by Commissioner Black. Hearing no objections, the motion was passed unanimously. c. QUARTERLY REPORT. Commissioner Whatley reported that as of 9-30-12 the checking account balance was $34,050.72 and the savings account balance was $40,236.14. i. Commissioner Black noted an administrative error on the accounts where Commissioner Black’s address appears instead of the ANC office. ii. Commissioner Toliver stated that according to district law, the ANC cannot spend money in advance of an obligation. iii. Commissioner Whatley moved the September quarterly report be approved as amended. Motion seconded by Commissioner Wilson. Motion passed 5-1 with Commissioner Black opposed due to incorrect address and name issue on the account. iv. Commissioner Whatley moved the budget for fiscal year 2012-2013 be approved. Motion seconded by Commissioner Wilson. Motion passed 5-1 with Commissioner Black opposed. II. PRESENTATIONS a. Joy Holland. There are over 100 pieces of legislation going forward today. Some highlights include: i. Ominous Vehicle Act. This act seeks to lower the fines for speeding and the amounts that had been determined lately by $50-$60. ii. Construction & Demolition Waste Recycling Accountability Act will require all individuals to be licensed and certified in this field. iii. Motorized Bike Amendment Act will require all motorized vehicles be moved to the street. iv. Bad Actor Suspension Act – Contractors that are not doing what they are supposed to do will have their names removed from list of approved vendors after two strikes. v. Accessibility Parking Amendment Act. The installation of red top meters for disabled and seniors is going forward requiring payment by everyone. Senior and disabled citizens will get twice the time allotted. vi. ANC 4A Commissioners were invited to the annual ANC party in the Wilson Building at 6:30pm this Thursday. vii. WMATA hearing W6 and W8 bus schedule in Anacostia held yesterday with Councilmember Barry. WMATA has decided they will not be pulling services in that area. They need more DC residents on that payroll and installation of operational cameras on ALL buses. viii. Bloomingdale and Ledroit Park legislation introduced to reimburse those for flooding. III. COMMUNITY CONCERNS a. Bulk Trash Issue. – A resident on Underwood was told that it would be two months before they could pick up mattresses in her alley. Commissioner Toliver instructed the resident to send an email of complaint (with a copy to Commissioner Bennett) to Director Bill Holland and Kevin Twine at DPW as they monitor and respond to these types of issues. IV. COMMISSIONER DISCUSSIONS/PRESENTATIONS a. Commissioner Toliver drafted a letter to the Mayor and prepared a resolution of ANC 4A requesting the district identify and provide suitable office space or a $600 rent subsidy for its office space within the ANC 4A boundary. Commissioner Whatley moved the resolution be approved as amended. Seconded by commissioner Wilson. All in favor. Motion passed unanimously. b. The Little Green Nest BZA Application Update. Commissioner Toliver moved that Commissioner Bennett contact the applicant (The Little Green Nest) to ascertain what changes are being made to the application and report back to the commission. Motion seconded by Commissioner Kennedy. Motion passed 5-1 with Commissioner Whatley opposed. i. Patience Singleton (Tuckerman resident) complained of insufficient notice of the BZA hearing by The Little Green Nest and that their representation lied about her at the hearing. ii. Gerri Adams-Simmons (Tuckerman resident) further complained that The Little Green Nest did not provide the legally required notice of the hearing either by contacting neighbors or posting a sign on the property. Meeting adjourned at 9:18 PM. Commissioner Black moved to adjourn the meeting. Commissioner Wilson seconded the motion.     ANC 4A MARCH 2012 MEETING MINUTES MINUTES of MARCH 15, 2012 ANC 4A MEETING Brightwood Education Campus, 1300 Nicholson Street NW, Washington, DC Roll Call: In attendance were Commissioner Kennedy, Boyd, Whatley, Toliver, Bennett, and Black. Absent was Commissioner Wilson. Approximately 19 persons were in attendance from the community. Commissioner Toliver called the meeting to order at 7:08 p.m. I. ADMINISTRATIVE MATTERS a. Commissioner Bennett moved that the February 7, 2012 minutes be accepted and was seconded by Commissioner Kennedy. Minutes passed. Commissioner Bennett moved that the February 28, 2012 minutes be accepted and was seconded by Commissioner Whatley. All in favor. Minutes passed. b. Treasurer’s monthly report shows an ending balance of $51,396.45 as of February 29, 2012, savings ending balance $40,266.20. Commissioner Black pointed out the $2,600 rent payment was for two months worth of rent. Accounts changed over to new signatories. Statements now coming to ANC office. c. Request to approve designation of Aunt Betty Way. 2012 Councilwoman Bowser introduced legislation to designate Quackenbos Street between Georgia Ave, NW and 13th Street NW as Aunt Betty Way. Commissioner Toliver explained that the designation will be symbolic and won’t affect things like postal designations. Commissioner Toliver entertained motion to approve resolution to support name designation. Motion to approve resolution to support name designation moved by Commissioner Whatley and seconded by Commissioner Black. Commissioner Whatley mentioned that in 2008 the Commission voted to change the name of the Fort Stevens Recreation Center in honor of Aunt Betty. Since this didn’t happen, he wholly supports the resolution. All in favor. Motion passed. Chairman Toliver commissioned Commissioner Whatley to represent ANC 4A before the Council on this matter. Commissioner Whatley said he would draft a letter showing the Commission’s support of this resolution. Commissioner Toliver said the letter should be submitted by Friday, March 16, 2012 d. Tabled discussion on Potomac Appalachian Trail Club until April meeting. II. COMMISSIONER DISCUSSIONS/PRESENTATIONS a. Commissioner Whatley brought up new tax commission headed by Former Mayor Anthony Williams. Said to keep eyes open because could lead to major changes in the district tax law. III. COMMUNITY CONCERNS a. There were no Commissioner Discussions/Presentations Commissioner Kennedy moved to adjourn the meeting and was seconded by Commissioner Bennett. All were in favor. Motion carried. Meeting adjourned at 7:21 pm.
